In a state where Republicans have virtually no power in the Legislature, CA State Rep. Carl DeMaio is giving the GOP—and grassroots conservatives—a powerful new way to fight back through the growing Reform California movement he’s leading.
“In Sacramento, Republicans are ignored, blocked, and shut out—but we’ve found a way to fight back and win,” said Carl DeMaio. “We’re going around the Legislature and giving power back to the people.”
With Democrats controlling every lever of power in Sacramento, Republican lawmakers face a rigged game. Conservative bills are routinely killed in committee without a vote. Debates are stifled, floor amendments are blocked, and even wildly popular ideas—like requiring Voter ID—are denied.
For years, this one-party rule has left millions of Californians without a voice in their own government. But Carl DeMaio’s Reform movement is changing that, inside and outside the legislature.
1.Ballot Measures: Taking Reform Directly to the Voters
While Sacramento shuts down debate, DeMaio is empowering voters directly using reform-minded ballot measures.
Through grassroots organizing and volunteer mobilization, Reform California is building an army to qualify citizen ballot initiatives—on a shoestring budget.
These ballot measures allow conservative issues to go directly to voters—without needing approval from democrat legislators.
It’s a strategy that’s already seen success:
“Ballot access is how we fight back,” said DeMaio. “Every single time they silence us in the Capitol; we take it to the people. And we've shown we can win—even in deep blue California.”
2. Forcing Action in the Legislature
Even inside the Capitol, Carl DeMaio isn’t letting Democrats off the hook.
By organizing targeted campaigns and strategic floor votes, Reform California has forced votes on GOP-led bills that Democrat leadership tried to bury.
One recent example: AB 379, legislation that gained traction only after Carl DeMaio exposed Democrat efforts to kill it quietly. This aggressive floor strategy is forcing Democrats to go on record—and helping build a real opposition party in California.
“Too many Republicans have been content to lose quietly,” DeMaio said. “That’s over. We’re going to force the fight every chance we get.”
3. Reaching Voters Using New Media
Beyond ballots and floor fights, DeMaio is using Reform California to build new media platforms to bypass liberal media and reach voters directly.
In July, Reform California’s digital media platforms reached over 7 million people – with nearly 1 million engagements.
DeMaio hosts a daily podcast on YouTube “Reform California with Carl DeMaio” and has been helping other conservatives become social media influencers.
“This is the new age of communication in politics,” said DeMaio. “If you’re not using podcasts and digital media to reach voters, you’re largely invisible to the very voters we need to persuade to win,” DeMaio adds.
“We’re building our own media ecosystem—and I’m helping other conservatives leaders do the same,” DeMaio says.
